SB 537 has been operative since 1 January 2026. The rule text is still being written, which is the best possible time for an agency to decide how it will comply.

RCW 49.60.515 covers janitors and security guards alongside hotel housekeepers. It also accepts a schedule as proof of location, and it exempts an industry that assumes it is covered.

The original version required a button that summoned police. The amended version summons a manager. If you employ 500 or more retail workers in New York, the clock runs to 1 January 2027.
